Abstract With the growing population in California the need for new and improved recreational space is becoming more and more evident, this presentation is a proposal for a new OHV park located in the Capps crossing area of Eldorado county. Entailed within are General location maps along with recent federal restrictions on motor vehicle and maps of the same. Georeferenced pictures of this area are also provided along with a challenge to the students of this course. This area is already utilized to a certain degree for recreation but could much more with a little ingenuity provide by the local area governments | |
Introduction This is a proposal for new recreational space in an area that is already being utilized as such to a certain degree but, with support from the county and state along with the federal govt. could be a better productive area as the case may be. Over the next four years, national forests in California will identify and designate a system of roads, trails and specifically defined areas for wheeled motor vehicle use that will enhance recreation opportunities, promote public safety and protect resources. This effort will include: Developing an inventory of all areas used by wheeled motor vehicles, including roads and trails, Proposing a system of routes from the inventory, and Designating those routes for wheeled motor vehicle use. | |
Background Recreational use of the National Forest System has increased in recent decades. Since 1946, the number of visits to the National Forest System has increased 15 to 20 times, to 214 million in 2001. By 2100, the number of Americans is expected to double, and the number of visits to the National Forests is likely to more than double. Off road motor vehicle use for public enjoyment of the National Forest System has also increased. The number of OHV users has climbed sevenfold in the past 30 years, from approximately 5 million in 1972 to 36 million in 2000. OHV users account for approximately 1.8 million or 5 percent of visitors to the national forests and grasslands. Motor vehicle use off roads in the National Forest System may involve any motor vehicle that can travel off road, such as a sport utility vehicle (SUV) and an off-highway vehicle (OHV). The expansion of OHV use on national forests and grasslands is impacting the natural and cultural resources of federal lands. The Chief of the Forest Service has identified unmanaged recreation -- especially impacts from OHVs -- as one of the key threats facing the National Forests today. Some OHV use has resulted in unplanned roads and trails, soil erosion, watershed and habitat degradation, as well as, impacts on cultural resource sites. The Forest Service says this action begins an environmental analysis and is an important step in a route designation process that began more than two years ago and is expected to conclude in December 2006.. | |

Methods Data was collected for the General location map from a previous class and manipulated by selecting class of roads that seemed appropriate, the city polygons were labeled and annotated then positioned for better visiblilty,unused labels were deleted, this map was hillshaded and colored using an appropriate color scheme and the legend is elevation in meters because projection for the DEM is unknown. The topo map showing road closures was georeferenced from two ENF route inventory maps to cover the entire capps crossing area, the legend was then made by hand and the propasal area was drawn into the map using draw toolbar and the Capps Crossing campground was data framed and projected outward. GPSphotolink map was utilized by bringing into arcmap the overview photo and track shape file, then labeled entirely by hand showing key points in the area, included in the html and ppt are photolinked photos from this track. benchmark photo is url linked in the html to Groundspeak websites for benchmarks and geocaching. | |
This presentation is a combination of two topographical road maps that have been georeferenced together to represent the entire Capps Crossing proposal area. this view exhibits the road and area closures in the area. for the entire Eldorado National Forest over 2200 miles of roads and areas have been closed to motor vehicle use. |

Results The results of this presentation could only be conclusive by ENF adminstration as to the answer of whether or not they want to put an OHV park in this area, although it seems appropriate to myself and others there are factor such as watershed and wildlife, flora and fawna that need to be taken into account as only the ENF could. | |

Conclusions With the need for incresed recreational areas Eldorado National Forest has an ohv park proposed in the Rock Creek area of Eldorado County and they are doing studies on the deer herd and whether it will be affected as we speak, but in the mind of the author it would be better to make use of an existing area than to construct an entirely new one. A public meeting to get ideas from the concerned parties is being held on December 14, 2005 and is open to every one concerned | |
